Lloyd Blaine, principal of Ruth Cherry Intermediate School for about five years, will have new duties as principal of the H.H. Browning Alternative Learning Center and coordinator of security and school resource officers.
He will take over the Browning ALC from Dr. Ben Setliff, whose retirement will be effective at the end of June. Blaine will begin his new duties on July 1.
Blaine, a police officer for five years and educator for about 23 years, will assist Jeff Webb, associate superintendent of human resources, with school district security.
“We are very excited about Mr. Blaine taking over as principal of H.H. Browning ALC,” said Superintendent Kevin Worthy. “Mr. Blaine has been with our district for a number of years and has done a great job in multiple roles.
“Mr. Blaine will also be the coordinator of our school resource officers and work closely with the city and police department, as well as helping out with district security. With Lloyd’s past experience in law enforcement, and his educational leadership abilities, he brings a unique skill set to his new position.”
He has a bachelor’s degree in criminal justice from the University of Texas at Arlington and a master’s degree in science education from Texas Woman‘s University.
After college, he worked about one year as a patrol officer for the Fort Worth Police Department. He then worked more than four years as an investigator for the Dallas County District Attorney’s office. His last year with the DA’s office, Blaine was an investigator of physical and sexual abuse of children.
After leaving law enforcement, Blaine taught in the Arlington, Garland and Rockwall school districts. He was also science consultant for Region 10 Education Service Center.
When he came to the Royse City ISD about 10 years ago, initial duties included developing a science curriculum. He later served as assistant principal of Davis Elementary School and Royse City Middle School before being named principal of Ruth Cherry Intermediate School.

The H. H. Browning Alternative Learning Center is a campus with three separate programs — the Academy, the Bulldog Academy and the DAEP. All three programs have a common mission — to serve students whose academics, discipline or life circumstances are placing them at risk of not graduating. The ALC is designed to enable these students to overcome their situation and graduate.
Blaine is the second new principal named recently.
Don Jacobs, assistant principal at Herndon Intermediate School, has been named principal at Anita Scott Elementary School. He will follow Jimmy Hughes, whose retirement will become effective on July 1.
